<!--Menu:StartItemList--> and <!--Menu:EndItemList--> will display their contents only if the menu has actual menu items. That is, for a menu like the Resources menu, or a Links menu or some other standard menu that is simply a list of links.

A menu like the "Ventrilo Status" menu or the "Currently Recruiting" menus typically do not have items of that nature and instead utilize the Stand Alone functionality.
