Description:
Suppose I have a forum tag called Officers which only Officer ranks are allowed to see. I also have one for Magtheridon's Lair.

If I put the Primary tag as Officer and the secondary tag as Magtheridon, who can see the post?

My natural expectation is that the permissions are ANDed together. So I expect that only officers can see that Magtheridon post.

Is that right?

What about if I put the tags in the other order?
