Description:
I'd love the ability to tweak the pop-up's (eventdetails.php, editpost.php, etc) html

Primarily I'm just looking to include a css and javascript file (could be the same files across all popups) on each layout - tweaking the surrounding html is less of a priority

That's quite a good idea. Since I'm adding Advanced Layout for News, Forums, and Thread View, it makes sense to add it for popups as well, since I'll be in that "mode."
