I dont know if this is just a setting I messed up, but it appears that when ever someone clicks the reply button to a thread, it quotes the whole thing.

Is there a way to just make a reply with no quoting at all or without having to delete the automatic quoting?

Use the link at the bottom that says "Add a post to this thread"

Nitesbane is correct, and with the coming forum changes, this will be a new option as well in the "Reply","Edit","Delete" list.
