I am aware that there is a permission to allow or disallow members to view the results of polls. However my understanding is that this is a global setting for the entire forum. Is there a way to prevent a particular website rank from viewing poll results globally, but then refine those permissions or overide them so that a lower rank is able to view the results of a specific poll only?

This is not currently an option. The best that can be done is assigning a specific account the ability to view all poll results, but there's no way to set a per-poll-per-account setting.
