Description:
I have the settings for the app to Officer for minimum rank to view and minimum rank to approve.
I have the app forum thread tag set to officer too. However, it's not letting officers view the app.
The only settings set higher than officer is dkp admin and advanced layout of the site.
I can get into the App settings, just can't view them at the officer rank. What gives?

If you have applications set to "Private", then the applications are made as private threads targeting only those users who have the permissions at the time.
With the recent changes, the officers should be able to see future applications.
Otherwise, you'll have to go into each application's thread and modify the private thread's access list.
Make sense?
The alternative is to set them to non-private, which means they'll still retain the permissions of the target thread tags, but with the added bonus (depending on your perspective) of giving newly promoted officers access to previous applications.

If they go into the forums, they can view them that way. They just can't view them using the app admin (adminappreport.php). It used to work, but I changed DKP and Site layout options in the feature access to a rank higher than officer. These shouldn't have anything to do with viewing apps, should it?
Some of the officers have full admin privs, but for whatever reason, they're still blocked.

Ahh. That's what I needed to hear. I got the impression from your description that the app page would load, but the apps were hidden.
To fix it, head to Admin > Menus > Menu Administration, then edit the "App Status" link's minimum security. It's currently set to Site Admin.

I had completely forgotten about that link in there. I have it disabled because it's on the top menu and I didn't want it showing up top as it's already too cluttered.
It's working fine now.
Sorry, didn't mean to send you on a wild goose chase. Maybe one day the permissions can all be set from the feature access page?
