Description: I was wondering if there were any plans to give website owners the ability to upload Speadsheets and such (files) that the website members could then inturn download for use. We have theory Crafting templates and such we would like to include for download from the Guild Website

This is very doable. If you head to Admin > General Settings > Administrative File Uploader, you can upload whatever you want. Then just add a new menu item, and you can use BBCode to make the links.
