Is there a way to completely wipe the DKP database?

Yup.

Head to Admin > DKP > Loot Systems, then delete the existing systems there, and make a new one when they're all gone. That will completely wipe your raid history and item history.

If you'd rather keep that info and simply start a new loot system (a common approach), then just make a new loot system and mark the other one(s) as "hidden".

Talk to your web site head admin. You may not have permissions to manage the loot system(s).
