How does the "Sister Guilds" system work? Are you able to create multiple raid groups with members from all of the linked guilds?

Yeah, you can add multiple guilds in a single site by going to Admin > Characters and Accounts > Rosters.

But raid groups can consist of any members from any guild (or roster), unless the raid is specifically limited to the members of a specific roster.
