This actually only does it automatically if you don't require signup approval. If you have signup approval required, then you manually prioritize the signup.

So what happens when people sign up and indicate they will be late? IE the first priest to signup says they'll be late. Does it move them to approved or to the waiting list? Right now with approvals required we automatically move people to our waitlist if they say they'll be late. The problem is that without time stamps to see when people signed up with approvals we have not way of knowing who signed up first.
