If you head to Admin > Event Schedule, look for the checkbox labeled "Approval Required on Event Signups" at the top of that page. Check that box and all signups will default to that position.

Conversely, you could use Role-based signups, and simply specify maxes and mins of each, and it would be much closer to your desired number without the manual approval.
