On the Feature Access page, there is a feature simply labeled: Links

What feature does this control exactly and what permissions is it affecting?

It doesn't control anything, and is a remnant of the old menu system. It's slated for deletion in the next major update.

how can i add a link to our raid video in youtube in this section or is there another area i should put it?

If you wanted to just post a link to a youtube video, you can post it in any form that accepts BBCode, and it'll automatically embed it (Guides, Forum Posts, News Posts, or Menu Items with BBCode Enabled)

But if you wanted to link to the Youtube page, you'd head to Admin > Menus > Menu Administration, then click [Add New Link in this Menu].
