I want to create something like what is described as IDKP/IRPP here:
http://www.wowwiki.com/Creating_a_DKP_system
Zero sum, fixed prices. But room for adding bonuses to individual players or whole raid, and then remove that from the total roster overall to achieve a balance.
Is this possible?

Currently, this is not possible (at least not in any kind of easy method), but it is an interesting idea.
