I've done everything on how to set up external links by the getting started guide and I'm able to make external links but I don't get the option to create a "Links Menu". What can be wrong? Please help.

Admin > Menu Administration > Links > Add New Item To This Menu

I'm sorry but, I forgot to mention that I don't have a "Links" menu under menu administration. Does anybody think my software adminstration program for my site is bugged or do I have an old one?

Nope, you just need to add the links menu. At the Menu Adminsitration page, at the top, click "Add new Menu Category." There you can add a "Links" section.
