Seems like this should be an easy thing to fix, but I've looked and looked. My guild uses a static dkp system and the spam that gets sent out to call for !bids gets very confusing when it says "bid x amount" when all they need to do is type !bid.

Is there a place that this bid spam message can be altered?

In the addons folder for the snapshot software, open up the GuildRaidSnapShot.lua file with notepad. This file contains all the code for the add-on to work. press ctrl+f to bring up the search window. Type the words your looking for, in this case !bid x amount, and it will take you to the spot where that text is. Then change it to be whatever you want.
