Are there any plans for supporting features for Aion? i.e. Bank inventory and Toon inventory uploads, character updates such as level and raid/event sign ups and import into game. If so, will a 3rd party program be required (been awhile for me since WoW, so I can't remember exactly how that worked).
Also, if there are plans for this, is there an ETA?

Absolutely. The first (next) step for Aion is implementing an importer from the data on aiononline.com.
As for an importer from in-game, it depends on the modding capabilities of the game. Does Aion support modding the same way WoW does? From what I've read, NCSoft is not planning to support addons, and if that's the case, there's not much that can be done. If there are ways to generate logfile outputs of dumps (like Raid dumps, and guild list dumps, etc) such as is done in EQ and EQ2 games, then importers could be built that way.
