Why can't the officers acces the dkp system when they are approved?
Do they need to download the addon too?

Head to Admin > Feature Access, and make sure that they also have access to the Admin menu (the name of that rule is "menu"). That rule determines who is able to see the "Admin" link show up on the menu.
