Ok I just got myself someone to take care of guild recruitment. So I added the new rank to the site. Then I gave the new rank the access to the application admin. I first tested this with a dummy account that I have for myself to test the site integrity. It did not work?? I loged on with the dummy account after I made sure its new rank was "Guild Recruiter" but there was no new options or any type of admin buttons for the rank? Did I do something wrong? I thought I could give as little or as much admin as I wanted?

You have to give them access to the Admin Menu also. Rest assured that when you give them the admin menu all they see are the options you open up to them.
Admin > Feature Access > Administration Menu

I created a new rank class leader. I do not want them to have full admin access but I do want then to be able to view/approve/reject and post to applications. In app settings there is no option in thread tag to use for class leader just officer or others, so only officer can see them? is there any way to make this happen?
Admin - General Settings - Thread Tags click at the Application thread tag on Edit: set minimum rank to view and post to the rank u want.
then: Admin - Security Access- Feature access set the correct rank at Applications

Ok I have done that, ty. but the dummy account that I made to test it is still not able to view them.,
I figured it out, they are only able to view NEW applications not any previous existing ones that have been posted.

Yes that is correct. In the thread tag system if a tag restricts people who can view it by rank it affects them at the time the thread is created. It doesn't really put it in by rank but makes it as a view list of the people who are at that rank when the thread is created.
