Now I would like the give the guild recruiter access to edit the "Currently Recruiting" menu.

Is it possible to give him access to that an only that?

In my opinion, the Applicatios menu should include access to the "currently recruiting" menu. So if someone wants to have a sole person in charge of guild recruitment, he/she should have access to the applications and the "currently recruiting" menu...

I tried to give him access to the menu. and I ended up giving access to:
Applications
Applicants
Application Questions
Applications Settings

but not the Currently Recruiting menu? or I am still doing something wrong?

I'm afraid the currently recruiting menu is determined by the "layout" control. I'll look into moving that security setting from "layout" to "appquestions," as it can be safely assumed that anyone who can change the questions presented on the application can also change who the guild is recruiting.
